Twenty Roofing Firms Appointed to £80m Scottish Roofing Framework

Twenty roofing businesses have been awarded contracts to carry out major public sector projects in Scotland over the next four years.

The firms have been appointed by the Scottish Procurement Alliance (SPA) to deliver an estimated £80 million of works through its newly launched Roofing Systems and Associated Works (RS5) initiative, which runs until 2029.

The roofing companies will carry out roofing improvements to public assets across Scotland and the UK. Projects include schools, homes, hospitals and community facilities.

The roofing businesses appointed are manufacturer-approved to deliver roofing systems and products.

Lesley Peaty, Regional Director of the Scottish Procurement Alliance, said: “RS5 builds on the success of our previous Roofing System framework (RS4), but introduces a smarter and more flexible approach.

“By splitting it into two parts, one for contractors and one for manufacturers, we’ve created a hybrid model that gives clients added confidence.

“Public sector organisations can now choose from approved contractors through RS5C and ensure the systems they’re installing are backed by quality-assured manufacturers through RS5M.

“This not only raises the bar for compliance but also helps us support high-performing SMEs to drive long-term improvements in building performance and energy efficiency.”

The appointed firms will deliver a range of roofing services, from full design and installation to long-term maintenance and repair. They will deliver full roof replacements, refurbishments, emergency repairs and upgrades that improve energy efficiency and extend building life.

Roofing Disciplines

Works are grouped into five specialist disciplines: traditional flat roofing, liquid-applied systems, profiled metal, pitched roofing, and mixed roofing.

Alongside the main roofing elements, contractors will also install rooflights, drainage systems, soffits, and fascias, and integrating solar technologies.

Delivered through SPA, RS5 is one of a suite of procurement routes freely available to publicly funded organisations in Scotland, each developed in close collaboration with suppliers and partners to meet sector needs.

SPA Community Benefit Fund

The SPA will be reinvesting surpluses into Scottish communities through the SPA Community Benefit Fund. Since launching in 2017, SPA’s Community Benefit Fund has channelled more than £1.2 million into local projects through grants and match funding. The initiative has already supported close to 40,000 people across Scotland, generating over £5.9 million in social value. Alongside compliant and efficient procurement routes, partners also benefit from added-value support, including expert technical guidance and social value consultancy.
