Second Staircases in Tall Buildings Guidance Published

THE GOVERNMENT has updated its guidance for second staircases to be installed in all new tall residential buildings over 18 metres high.

The change comes after the height threshold for a second staircase was set at 30m last year.

Changing rules for existing tall buildings are also being considered as part of the Grenfell Tower Inquiry’s recommendations. The Home Office is currently considering responses to its consultation on personal emergency evacuation plans.

It was recently reported by the London Assembley that 38,000 new homes in London were stalled due to lack of guidance on the second staircase requirements.

Lee Rowley, Minister for Housing, said: “The change in guidance to include two staircases for buildings over 18 metres provides clarity for developers and ensures both new and existing buildings provide safe and secure homes for all residents.”

Second Staircases Guidance

Following a public consultation, the government announced last year it intended to set a 18m threshold for second staircases. The requirement reflects views of experts including the National Fire Chiefs Council and Royal Institute of British Architects. However, no technical or specification details were released.

In October last year transitional arrangements setting the timeframe for the new regulations were published. The House Builders Federation said clients were over-specifying, increasing costs and slowing delivery of new homes.

Now, Approved Document B: Fire Safety amendments having been published detailing the requirements.
