Registration of High-Rise Residential Buildings Now Open

THE BUILDING SAFETY REGULATOR has now opened the registration process for high-rise residential buildings in England.

All high-rise residential buildings 18 metres tall or higher, or at least 7 storeys tall, with two or more residential units must be registered with the Building Safety Regulator by 1 October 2023.

The registration service is now open and the fee to register each building is £251.

The Principal Accountable Person (PAP) for each building, or someone authorised by them, is required to complete the registration process.

Registration is a legal requirement under the Building Safety Act 2022. Owners and managers who fail to comply by 1 October 2023 will be investigated and may face prosecution.

Building Registration

Building registration is a major step in a package of measures to ensure high-rise residential buildings are safe for residents and users. It follows the introduction of Planning Gateway One in August 2021 and will be followed by more robust building control of high-rise developments.

The Building Safety Regulator (BSR) was brought in by the Building Safety Act 2022, and is part of the Health and Safety Executive (HSE). Led by Chief Inspector of Buildings, Peter Baker, its remit is to raise building safety and performance standards. It will oversee high-rise residential buildings, as well as the wider system for regulating safety and performance of all buildings. It will also oversee the competence of relevant regulators and industry professionals.
