Government Invites Views on Principles for a 10 Year Industrial Strategy

A WORKING PAPER setting out principles for a 10 Year Infrastructure Strategy has been published by the government.

The Treasury is inviting views on 10 Year Infrastructure Strategy which aims to reduce uncertainty through creating a plan for the country’s social and economic infrastructure, as well as housing.

The Infrastructure Strategy will describe an institutional framework to support its implementation. It includes the role of public financing institutions such as the National Wealth Fund and how it will support other strategies such as the Industrial Strategy.

10 Year Infrastructure Strategy

The government says that uncertainty about infrastructure plans and policy has inhibited investment in programmes and supply chains in recent years. This has pushed up end costs for consumers and the government says bit can save 10-25% by more effective planning.

The 10 Year Infrastructure Strategy paper sets out the principles the Strategy will follow, its broad objectives, and provide more detail on the Strategy’s scope.

The outlined scope of the strategy includes, investment, housing, transport, flood risks, power and net zero. It encompasses the education, healthcare and prison sectors. The government hopes by creating greater certainty, confidence will be generated to stimulate both financial and skills investment for the plan’s delivery.

The government is inviting thoughts from interested stakeholders on specific questions:

  1. Are the principles and focus areas for the Strategy the right ones to prioritise?
  2. Which functions of a spatial strategy are most important for you?
  3. Of the types of pipeline – which are the most important features to industry?
  4. How best can the government provide greater certainty for industry? Including the role of the Strategy, a pipeline, and departments?
  5. Do you have views on the early priorities for NISTA to support the delivery of the Strategy?

The Strategy will be developed in parallel to the Spending Review and published together in June 2025.
