CMA Names Roofing Companies Suspected of School Bid Rigging

The Competition and Markets Authority (CMA) has named the 12 roofing companies it continues to scrutinise as part of its school bid rigging investigation.

The companies are suspected of colluding with each other in bids for work on school roofs carried out with funding from the Department for Education’s Condition Improvement Fund (CIF).

The CMA says it will continue to gather and review further evidence.

Suspected Roofing Companies

The businesses currently under investigation are:

    • AMR Consult Ltd
    • Blue Cube Contracting Ltd
    • Central Roofing and Building Services Ltd
    • Higham Flat Roofing Ltd (trading as Higham Roofing and Construction)
    • ICE Roofing & Cladding Ltd
    • Inspire Contract Services Ltd
    • M&J Group (Construction & Roofing) Ltd
    • Parias Construction and Interiors Ltd
    • PSARLD Ltd (trading as Peter Smith Associates)
    • RAM Building Consultancy Ltd
    • Russell Trew Ltd
    • Stoic Roofing and Construction Ltd

Bid Rigging Investigation

The CMA investigation started in December 2024.

The CMA has already carried out a series of unannounced inspections at the business premises of several of the companies under investigation.

However, the CMA warns that no assumption should be made whether the law has been infringed.

It also states that there is a duty to preserve relevant documents, including information recorded in any form that may be pertinent to the investigation.

It says will fine anyone who is found to have falsify, conceal, destroy or otherwise dispose of a document which the person knows or suspects is or would be relevant to the investigation (or cause or permit this to be done).
