Read the latest magazine Industry News Appointments Announced to £500m Multi-Disciplinary Consultancy LHC Framework 10 January 2022 WORTH £500 million over 6 years, LHC, the public sector procurement service has announced appointments to its multi-disciplinary consultancy services framework. The framework, MDC1, is available to public sector organisations across two of LHC’s divisions, CPC, which covers the North of England, the Midlands and Anglia, and LSE, covering London and South East. Gary Cawley, CPC Regional Director welcomed the new construction consultancy services framework with 12 workstreams, which can be used by a range of public sector clients including local authorities; registered social landlords; tenant management organisations and arm’s length management organisations; health authorities; councils, boards, and trusts; publicly funded schools and further education establishments, and registered charities. Compliant Asset Management Gary Cawley said, “This framework enables these organisations to access high quality pre-approved suppliers to achieve a compliant asset management regime across a range of buildings including education, healthcare and service stations, community buildings, residential properties (when part of a mixed-use development), commercial to residential conversions, and their associated works.” Ethan James Acting Regional Manager LSE, added: “This is the first time we have offered a framework like this to our region, which has been designed to provide a comprehensive range of high-quality consultancy services across multiple disciplines to the public sector for projects of all sizes. Not only does it meet client need and truly reflect the current market, but it also offers something more.” “Bidders were evaluated based on scenarios reflecting real life situations that clients would encounter, assessing areas such as customer service, site and procurement risk, flexibility and sensitivity to differing needs, such as EDI matters.” “In that way we can increase equal opportunity, reduce barriers to entry for smaller businesses, and appoint companies with diverse leadership and workforces that reflect the regions and communities that the framework will serve.” The tenders were evaluated on a 70% quality and 30% price split using ‘deviation from mean’ formulas instead of the usual best price rank. This was to make the framework as balanced as possible and even the playing field for micro-SMEs, small enterprises, and medium to large companies. MDC1’s workstreams cover: architecture, building services engineers, building surveyors, clerks of works, quantity surveyors, employers agents, planning consultancies, principal designers, project management, structural engineering, civil engineering, and multi-discipline services. All appointed companies are registered and qualified organisations with experience of working to the requirements of insurance companies. Any organisation which is bound to procure under the PCR2015 can access this framework.
