Read the latest magazine Industry News Southern Counties Launch £4.5bn Fifth Procurement Framework 17 August 2022 TENDERS ARE being invited from contractors to join a fifth successor framework to the existing Southern Construction Framework (SCF5) procuring for regional projects across London, the South East and the Southwest. The new SCF5 will operate for 4 years from May 2023. SCF says the opportunity would suit contractors who embrace best practice in early contractor involvement, collaborative working and ‘two stage open book contracts’ on projects from £1m to potentially in excess of £200m GBP. It is looking for a maximum of 38 contractors. All Types of Construction Work The framework is for all types of construction work, construction only or design and construct. It will include pre and post contract construction services for the management and development of projects but is not intended for delivering major civil engineering projects. SCF5 is divided into five lots: South West (3 lots) Larger value projects: £4m+ projects for 10 providers across the whole region Smaller value projects: £1-5m projects, for 6 suppliers across the East and West of the region South East & London (2 lots) South East: £4m+, for 8 providers in the South East London: £4m+ for 8 providers in the South East Companies selected to join the SCF will be expected to be highly competent in working collaboratively, very closely and openly, and providing pre construction project support. Appointing Construction Companies In appointing construction companies, SCF will follow the Government Construction Strategy (2011), the Industrial Strategy for Construction (Construction 2025), Construction Playbook (2020) and the Two Stage Open Book construction procurement model. Apart from being enrolled on professional or trade registers, bidders are expected to comply with a range of requirements from guarantees and insurances, to minimum turnover requirements of £30m for Lots 1-3 and £10m for Lots 4-5. Tenders or requests to participate must be received by 2:00pm on 13 October 2022.
